SRV to renovate the Pasila Government Agency Centre into Finland’s largest shared workspace

SRV and Senate Properties have signed an agreement on the renovation of the Pasila Government Agency Centre in Helsinki. The project will take the form of a cooperative project contract, and will have a value of EUR 28.5 million for SRV (0% VAT).The project will be entered into SRV’s order backlog in February. This project will further strengthen SRV’s leading position in collaborative contracting.

The Pasila Government Agency Centre in Helsinki will become the largest shared workspace in Finland with premises for 12 different operators and a shared service point for visitors. As a result, major changes to interior layouts and extensive renovation work will be carried out on the property, which was completed in 1982. The project’s total scope is about 31,000 square metres (gross), with renovated premises accounting for about 19,000 square metres (gross). Construction work will be launched immediately in February 2025, and the renovated premises will be handed over to the client in spring 2026.

“We’ll be bringing our profound expertise in renovation and modern working environments to this project. We’ve recently carried out projects such as the renovation of the Finnish National Theatre’s  Small Stage, the renovation and expansion of the Culture Barracks, the renovation of Snellmania at Unioninkatu 37, and a major renovation of the Elanto Building in Hakaniemi, Helsinki, in which three properties were combined into a single set of modern premises,” says Marko Räisänen, Unit Director at SRV. “The work will be carried out in phases, and users in other areas of the office building will be working at the same time, so we’ll take extra care to work safely and without disturbance.”

The goal of the state's premises strategy is that a quarter of the state's personnel work in shared work environments by 2030. When several agencies share the same premises, it is possible to reduce unnecessary square meters and thus save not only office space costs but also property maintenance costs," says Joel Saarinen, Construction Manager at Senate Properties.

There will be premises for 12 different operators in the shared workspace, complete with a shared service point for eight operators. The current plan is to have a shared workspace in the Pasila Government Agency Centre for the Finnish Tax Administration (Vero), Statistics Finland, the Social Security Appeal Board (SAMU), the National Land Survey of Finland (NLS), the Digital and Population Data Services Agency (DVV), the Centre for Economic Development, Transport and the Environment (ELY), the Regional State Administrative Agency (AVI), the Finnish Transport and Communications Agency Traficom (Traficom), Metsähallitus, the Finnish Transport Infrastructure Agency, the Energy Authority, and the Finnish Safety and Chemicals Agency (Tukes). Approximately 5,200 people will be working in Pasila’s shared workspace by the end of 2026.
